
Harry R. Foster III brings more than 25 years of legal and law enforcement experience to his practice, with a career spanning senior roles at the U.S. Department of Justice, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and the U.S. Attorney’s Office. Widely recognized for his deep expertise in firearms, explosives, and federal regulatory law, Harry offers clients unmatched insight into some of the nation’s most complex legal issues.

From 2002 to 2025, Harry served as Division Counsel and Senior Attorney with ATF’s Atlanta Field Division, where he advised on the enforcement of the Gun Control Act, National Firearms Act, and Safe Explosives Act. As a member of the management team, he supported over 125 agents and investigators, oversaw high profile enforcement operations, and served as a legal advisor on cases involving firearms, explosives, arson, tobacco, narcotics, and violent crime.

Harry is a certified Federal Law Enforcement Training Center Instructor and has taught extensively at the Federal Law Enforcement Center, the Georgia Public Safety Training Center, and across the country sharing his expertise in firearms, arson, explosives law, and constitutional issues with federal, state, and local law enforcement officers.

Earlier in his career, Harry served as a Special Assistant U.S. Attorney in both the Middle and Northern Districts of Georgia, handling complex prosecutions ranging from arson-for-profit conspiracies to highly technical firearms classification cases. He also worked for U.S. Senator Max Cleland as a Special Assistant, managing the Senator’s security operations and coordinating closely with the Secret Service, federal, state and local law enforcement.

Harry holds a J.D. from Georgia State University College of Law and a B.A. in History from Furman University. Over his career, he has been recognized with numerous awards, including the ATF Chief Counsel Gavel Award and received Special Recognition from the Georgia Arson Control Board.

Outside of his professional work, Harry is active in community service, including raising millions for ALS research through the MDA Night of Hope and volunteering at his church. An avid outdoorsman, he enjoys shooting, hunting, fishing, cooking, boating, and aviation.
